[23] The “degree of responsibility of the offender” concerns the role played by the offender in the commission of the offence. It requires an assessment of such factors as whether the offender’s participation was peripheral or integral to the offence, whether the offender had knowledge of the scope of the offence, and the offender’s motivation in committing the offence. Factors aggravating or mitigating the conduct of the offender must be taken into account.
